When Xavier fans cried over the lack of a flagrant against Odom and OSU in the NCAA tourney last year I would say that was justified if you want to talk about the definition of the rule, the potential impact on a team and a program etc. etc. This was a charge/block call that we all know can be a 50/50 propostion. And according to my blue colored glasses that was a charge and would be called that way 95% of the time...

The real key on a block/charge call is not if the defender's feet are stuck in concrete.

It is: Did the defender "establish his position" before the offensive player leaves the ground to jump? If he did, then the defender cannot shift his body out of his "vertical space" that he is entitled to. If the defender established and did not shift, it's a charge.

If the offensive player has already jumped before defender establishment, he has a right to have a place to land- contact in that case, a block. If the defender is in one spot, but then shifts his upper body into the path of the offensive player thereby inititaing contact, that's a block as well.

The toughest thing for an official is seeing if the defender "established" before the offensive player takes off on his jump.
