I think you are reading that wrong. There are 65 teams in the tourney and those teams you refer to are above the bubble, below 47, not the last ones in according to his list.

I take that to mean those are the last at large bids also.That doesn't take into account the automatic bids that some of the 1 bid leagues are getting.If your rpi is over 47 you aren't getting in based on that.The A10 bids are looking very tenuous either way.I still can't believe UD is that high up.

Rhody is getting in.
UD is getting in. They had a ton of room for error.
The wins over Louisville and Pitt are pretty impressive, when looking for at large teams. I know they were a little banged up at the time, but its still on the W column.
In conference, wins vs Rhody and a tough Temple team.
I really still like Umass getting in. They have a good non conference winning record, tons of away wins, and a great SOS. A win tonight would over Rhody would go a long way for Umass.
St Joe's is kind of hard to gauge. No good non conference wins other than Villanova.
UD is getting in. They had a ton of room for error.
