NCAA considers change to infraction process

I asked a ref if he could give me a technical foul for thinking bad things about him. He said, of course not. I said, well, I think you stink. And he gave me a technical. You can't trust em.

How does this relate to Miller's decision which I thought was going to be announced in August? Considering his firing and subsequent sitting put a year and with these changes will he get tine served??? ;)
