You're missing the point. You can't apply normal logic to how the Ncaa works on these matters. That is the one certainty in these matters. They went way off into the weeds and didn't need to. The old "keep it simple stupid" logic applies to Ncaa transfer waivers. Guy is at a small school and wants to go to higher level. I don't remember wanting to go to a “higher level” program being on the list of approved transfer exceptions.

It shouldn’t be.....but it sure seems to work out that it is more often than not for certain schools.
